I'm assuming you're referring to the C pillar if you're talking about the headliner and package tray area.

To my knowledge there is no tar paper like you're referring to. The sail panel attaches straight to that c-pillar. There is a jute type padding that goes under the package tray though. There is also that same jute style padding that goes on the bottom side of the roof skin under the headliner.

Let me know if you have any other questions. Sounds like you could use dynamat if you wanted to replace the tar paper stuff.
