Well it's a loaded question. A couple of things to keep in mind.
How were the parts preped? We're they sand blasted to down to metal, or were they just sanded and repainted?
What paint products are they using, what I mean by that is are they using a paint system or primer from this company and sealer from over there and base coat from another, you get what I mean?
Another thing to ask is when they we're doing your car, how much primer did they leave on after sanding the primer down? If they left too much primer and did this several times you will have way to many mils of product on there and then yes the paint will fail when the pressure of the bolts is applied.
