Another thing that does come into play is the cost of the work they are doing? Are you paying for the car to be completely fitted before paint? If so then they should have never put the parts on to fit them after it was painted.
Is this a resto shop or is it a collision shop that does resto work? Commercially acceptable is not the same as a high end paint job. I do not know what kind of job you were looking for or to what level they are supposed to be taking the car to?
Lots of different things come into play here.
