You are correct. But the EROD LS is designed for "retrofitting", its simply a much better design and much more cleaner. The people i know that have done swaps have had good outcomes, its just alot of homework and due diligence to get it done right. The gov' in this case admires good intent, if we are trying to keep our cars from being gross poluters, they work with us, as long as we fit THEIR checklist (which in alot of cases is bs).
