Things are regulated to death in California but Laguna Seca is the only track that has the ridiculously low db limits. Sonoma Raceway is a fantastic road course to drive on with decent facilities and I believe they did lower their db level down to 103 from 104. Thunderhill is another great place to run and they may have lowered their db levels from 104 to 103 also. Buttonwillow is another great track and perfect for the beginner. At least 15 different configurations, no elevation changes, and run off for days.
So don't blame California.....HA
