the Katech Torquer LS7 110 or 116LA are probably the most popular and one of the only brands i trust for the LS7. But to get to your goal you will have to port the heads...West Coast Cylinder heads has a good CNC setup that combined with the Torquer cam will get to where you want to be.
p.s I have a stock LS7 and it makes enough low end torque and high rpm power to satisfy me without mods! unless your trying to win races or need to brag about power...that motor needs no mods
