Ah ha! That explains the '64 clip on it. I ASSumed you'd done a typo.
The track alignment would need to be done by a competent alignment shop -- preferably one that is knowledgable with racing. Check around and find some shops that track cars or do set up and see where they take their stuff.
That's 3 DEGREES not inches BTW.
