The shocks on these cars lean out toward the tire at the bottom at a severe angle. The lower mount is so close to the wheel, that your pretty much limited to a 9.5" wheel, without clotting the lip on quarter panel.
Your gonna want to fabricate a new lower shock mount, in some fashion, or purchase an aftermarket shock mount, and weld on the tube. You cannot move the factory shock mount, because it is actually part of the lower connecting arm mount also. Check out some pictures of A-body rear suspension systems, and you'll see what I'm talking about.
On the brighter side of this topic, I trimmed my quarter panel lip a little bit, and I have right at 14" from my quarter panel lip, to the inside of the wheel house.
