Thanks, I contacted Hyperco and this is what they said.

"The Hyperco Blue powder is a custom blend we developed many years ago…it is based on PMS #280…I hope that is helpful. I will ask the powder coating department if they can provide any additional information."

"As you stated the Hyperco blue is a special custom powder that is called Winona Blue.

I went through the RAL colors. I think the two closest RAL colors (standard colors) that I see is RAL5003 and RAL5013.
But neither of these two colors are an exact match.
This is just from me looking at a small swatch of the color on a paper card."
