My question is do I strip it down to bare metal or put a rust type inhibitor on the rust or what? Not sure how much work to do to it trying to get it off? Media blast it maybe? This isnt a full on show car either. Street/drag car.
Rust adds character, just leave it and paint right over it

If its just surface, use a wire wheel and clean it all off real well
