You could argue that it might be better for cooling for the rotors to be exposed, although on the rears that's not as much of a benefit. But then you have the potential for rocks and road trash to get lodged in there with them not being protected by the wheel. That would eliminate any potential benefit in my opinion.
I agree with Tim, I think you are headed for a new housing. That sucks, and I hope your vendor accepts some responsibility for this if you asked for the WMS to be the same as what you already had.
