You're correct, the 2" drop is with the shock right at the mid-travel mark. We want you to have the lowered height but still have enough extension/compression so you don't have to worry about topping or bottoming out. Typically, we don't recommend going with a shorter shock if you don't have to, it could hinder the ride quality in some bad ways! Vince posted a pretty good example above
