I previously mounted mine to the bottom of my VA condensor. After adding an oil cooler I moved it to stand up off the lower valence. It is out of the direct flow of air. Mine is also about 12" x 4" which is pretty good sized for power steering so the lack of airflow hasn't caused me any issues even when running 20 minute track sessions in 100*+ heat.
I plan to eventually block off the lower valence openings (68 Camaro) and when I do that I will probably move it over to be in front of the condenser again but on the passenger side of the car.
Yes you run the cooler on the return side of the power steering pump.
