I have wilwood brakes and on there website it's says it would change the offset with +19.

I do not have the fenders on, but I have the inner fender on. And when I'm looking at it, it doesn't feels/looks like the offset have changed when I'm trying my old wheels (also 18", 8" wide)
I don't have the car on the ground yet though.
so I'm little confused in what offset and backspace I should order my wheels in.

I do have ridetech level 2 kit and wilwood brakes. And it's 18" size I'm going for (forgeline cr3)
whoever your buying the wheels from should be able to give you that information.
