Well not quite... Most DUI convictions have a stipulation about receiving those plates, so most of the time you dont apply for it... they just give it to you.

Secondly, They cannot pull you over without cause... that has gone back and forth several times and currently they cannot pull you over without a good reason... but then again, there are TONS of good reasons to pull people over... ex: Not using a turn signal.
