On the topic of the Dodge this thread was founded on, I would not be feeling FOMO about that thing. I bought a car from the Poconos (PA) about 12 years ago. The car itself was only two or three years old, and pretty much all of the bolts underneath were welded together with rust. One could only imagine the case with a car from the '70s; somebody did mention "cutting up," which would undoubtedly be a requirement (for $18 grand). The Northeast is not where you find a "great" older car to build, unless it has been carefully curated in a car-sized mayonnaise jar on Funk & Wagnall's doorstep.
