I guess that's OK since 40% of the people in LA county don't pay taxes..we should let them dictate our customs..Try to do that in their country with our customs...it would be bad enough if they all paid their way..this way it's inexcusable...get to enjoy the good life on the cheap here..LA county will follow suit on Orange County's bankruptsy a few years back..
