Scott,

I am sure that being in a garage as a project will make a difference. I use Haggarty and when I was looking alot of them would be based on estimated mileage use, and alot of other factors having to do with the car being On the road. I had to send pictures of the finished car, and notarized forms saying the car was road worthy by one of my shops. So to simply get some coverage while the car is in project stage should be cheaper.

Does a car have to be insured in your state when its not on the road??
