You can get pretty close to a 12" rear tire without tubs.

BARELY starting an '87 GT build. I've got Goodyear Eagle F1 275/40/17s on the back that measure 11.5" at the tread. (These seem to run a bit wider than most 275s). No tubbing necessary, but you have to roll the fender lip and it's crucial to have the right backspacing for the wheel (6.42") in my case...but it depends on the axles you use.
The widest tire I've seen on a non-tubbed Fox is a 295.
