Simply changing to an 18 fixes the rim size difference but then you have to run a thinner tire to keep the height the same and not raise the front. So then you will have a lower profile in the front then in the rear.

If the headers are the issue I would think headers are cheaper than wheels.

The hood line does run up hill a little and lowering the front even 1/2" would be key.
