smaller downpipes making it spool faster? That's about 180 degrees from everything I have personally experienced. My thought was exactly that, it's a street car and he wants it to spool relatively quickly, but without being overly brutal. Going from 3" pipes to 4" made the twin .96a/r 76GTS (on a 510ci V10) spool just under 300 rpm quicker and picked up 150rwhp. Essentially free HP is good stuff.
I don't ever build a car for peak numbers, it's all about the area under the curve and holding the torque as long as possible.
I'm not Tom Nelson or Mike Lefevers, but I did manage to put down 1496rwhp @ 25psi with a hydraulic roller V10 with a stock intake manifold and a 6200rpm rev limiter. And just under 1100rwhp @ 12psi on 93 pump.

And out of curiosity, do i know you?
those 76's on your 510 ci motor are going to act just like our 67's on the 370ci motor. your pushing almost 4L a side... were only pushing 3.2 or something. So we in turn should have almost the same response that your car does. Either way... the car is going to rock out and be fun...... Also... I may have said the downpipe thing wrong... it won't help spool time, it will increase backpressure upstairs hurting high end numbers. (my bad... typing to fast)
This was a post to show off some craftsman ship we did on pete's car.... I don't want it to turn into who's smarter about turbo's. We don't know everything about them... we know a lot, but not everything. Check out our website though..... we have also had some very good turnout's with the turbo car's we've put out.
