UV breakdown of surface chemicals. Most primers aren't UV resistant. On top of that rattle can primers usually aren't waterproof....they're porous for a reason. Epoxy primer is the only primer that is waterproof I am aware of.

On the firebird it gets a white foggy substance that wont go away everytime I wash it. And only the parts that the sun is hitting gets it. Ive tried just water without soap and it still does it.
