Default 19in step to 18in reverse lip

Can I take my 19inch step lip rims down to an 18inch reverse lip? Why or why not? I've tried searching and teaching myself this, but I must be using incorrect terms as I'm just not finding the answer. It would seem to me it may be possible given that the center section of my rims is only an 18inch center.

Check these guys out. I read about them a cpl yrs ago. I know they do reverse to step, so I imagine they can go the other way.
