I have seen this happen in other Silverados , Tahoes and Suburbans but the bad ground in all of those cases was affecting the power seats. I have not experienced the window issue. Although in my personal truck the windows are getting much slower in both directions over the last 2 years.

Mine did the same thing. It began moving slower and slower. It is an easy test to check for a bad ground. Pull the switch pack out of the door, you do not need to remove the door panel, and run a ground lead to the black wire on the switch. With the key on, press the switch to make the window go up and down. If the window moves up and down quickly, than the ground is getting bad. you can use the same fix as I did.
