Like Frank said, winding up a 20x15 to 220 will take some serious steam and your traction advantage will go out the window when your poor motor is trying to turn all that weight and mass at high MPH. Even the Veyron takes a super slippery car with traction control, AWD and 1000 hp to barely make 200 in a standing mile. A 12" wheel will work far better for top speed runs and will probably only require a wider rearend.

You might want to contact the S.C.T.A. (Southern California Timing Association)
They are the people who run "Speed Week" at the Bonneville Salt Flats. They will certainly know who makes high speed tires and wheels.
