That is not a great picture, but if you look closly it is actually on the TOP side of the frame rail.
The instructions do not state to mount the brackets to the bottom side. they say Quote" Install both frame mount assemblies with adjustable ends to the frame using the factory holes and tightening hand tight."

sorry you have had trouble i will update the instructions to make it clear that they are to be installed in the original location.
