Narrowing the sway bar ?
 
Can i just cut few inches from middle of the sway bar and weld it back. Maybe in small section of tube over the cut ?

You can have a custom one bent for you, I know a few members here have had that done.

Depending on the configuration
 
If you can get it in the press,you can bend the ends in equally on each end then shorten the ends to get the arm length back to original for no rate change. Depending on end link style new ends could be welded on or you could do what I did and drill/tap the ends of the bar for a 1/2-20 bolt and bolted a heim joimt to the end and made up my own solid end links.

To your first question, yes you can, assuming it's a plain mild steel bar.
