The silly thing is even passing this would make zero difference in the air quality (there are just to few cars and not many are gross polluters; when was the last time you saw a 40 year old car that wasn't maintained still driveable?!?). It is just that they have to appear like they are *trying* whether or not anything they try makes sense or a difference.
Hopefully this fails like the last 800 tries.
