Torque (especially down low) will come up with an efi swap, but HP shouldn't be much different if at all, assuming the carb is sized and tuned correctly. What efi will give you is better driveability, better mileage, easier to make tuning changes, etc. If your engine made a true 700 hp on an engine dyno there must be something different in the car config to get such a large drop in power on a chassis dyno. Was it dynoed without any accessories, open exhaust, etc? It sounds like there's something different in the two setups, like it was dynoed with open headers or a large free-flowing exhaust and the car has restrictive mufflers and a small exhaust, or maybe a small restrictive air filter, etc.
