I'd look at one other criteria.... your torque curve of the cam you're using...
Are you at the bottom, middle or end of the curve at your shift points. Look at it as a "system".
For the track -- I don't think there's any question about using the 3:50's... You probably don't need the 190+ top speed of the 3:08's unless you're running Nurburgring...
