He figures that keeping them up in the air increases the air flow around them and keeps them soft and supple. This also protects them from dangerous abrasive grit that could scratch or pit the fragile vulcanized rubber surface. Even if he were to roast the tires, he would immediately place the car back up on the stands in order to cool the tires quickly and keep them from absorbing radiant heat from the ground. Further, doing "burn outs" in the air while on jackstands keeps them perfectly round via centripetal force which reduces the possibility of flat spots caused by years of sitting around.
