Please take a look at this discussion thread. The guys on PT seem to understand the seriousness of this issue a little better than here on Lat-G. Even Summit has a SEMA banner on their web site with a link to this issue.

Basically, the issue is about restricting the use of aftermarket parts which are used on race cars even after a car has been permanently removed from street use and becomes a dedicated race car such as happens regularly in drag racing. The
EPA seeks to require that even a dedicated race car must retain all of the emissions equipment that it was born with. In effect, this means that no aftermarket performance engine swaps or engine upgrades are allowed on a dedicated race car.
Think about that for a minute. If the
EPA regulation becomes law, it will mean that the aftermarket manufacturers will have no market for certain performance parts. Without a market there is no reason to do any R&D and as a result this technology will never be available for the hot rod market either. By restricting the manufacture and sale of performance parts your access to these parts will become very limited to non-existent. THAT is how the
EPA regulations will effect you restoring and modifying an old muscle car.
