Default Broken fender bolt won't come out!!

So I need your guy's advice on how to get a broken fender bolt out. I tried welding a nut on the end...no luck. Kept breaking off. The weld didn't want to stick all that great. I've drilled the center out and used two different type of easy outs...no luck. I've soaked it with liquid wrench...you guessed it...no luck. Today I used an oxy torch and heated the area up around the bolt and tried the easy out's again...no luck. Any one have any suggestions. Here's a pic:

Your going to need to drill it all out and either Heli Coil, Tap to the next size, or weld a new nut in the hole.

being is you already have a hole just drill it out to letter f drill or 1/4 drill for 5/16 -18 tap.or take a nut round the points down now drill the hole big enough to place modified nut into an weld it in.nothing to this stuff.
