Don't know whose it is but can tell by the license plate that it is at a place here is St. Louis called Classic Car Studio. Could be a car they are selling or one of the Hellcat Camaro's they build (http://classiccarstudio.com/hellcat-camaro.php)?

Default L89 Retro Mod

We built that car for a local customer. The ideal was to give it a timeless look while performing some serious brake and suspension upgrades. He had actually purchased the car from us in perfectly stock #1 restored condition and then we went forward with all of the upgrades. Those DSE components are the best to work with. Amazing quality parts!

I remember when the original car was for sale. My wife had pictures of it on her laptop background for months. It's a gorgeous car! Post up some more pics for us to drool over.
