Default Door panel install question

Installing new door panels. Is there supposed to be a grommet or insert that goes into the door that the clips snap into or do they just snap into into the openings themselves?

Yes, there are some plastic grommets/inserts that fit into the holes on the doors and then the metal clips on the door panel snap into them.
