Default Fuel gauge not working

I'm having a problem with my gas gauge. The gauge works fine with the tank out of the car but when I strap it in the gauge gets stuck at 1/4 tank. I am not pinching the wire when I put the tank in. Any thoughts on this would be great I've had my tank in and out about 10 times. I had a fuel cell in before so this is a new problem.

Sounds like the float/sending unit is binding up. Is the tank level in the car?

It works fine before i strap down the tank. I can move the tank from side to side on the ground and the gas gauge works. The problem is when I strap it in. I guess I'll try changing the sending wire maybe its grounding out some where?
