1983 Monte Carlo SS (project Nightmare)

I've been around the forum for a few days and I feel very welcome here. I just wanted to introduce my project. I have owned the Monte since I was 14 (I'm 19 now) I got the car from a guy for mowing his lawn all summer. It took two years to get it to a point where it was a fairly nice looking driver. I had it painted black base coat/ clear coat and I did the interior in factory burgundy and left it as that. I put a late model 350 and Th-350 in it and some Cragar rims and drove it throughout high school. Two weeks before I graduated I scored a job at the local Police Department as dispatch. I then decided to put a Pro-touring/ g-machine spin on the car.
Here is what is completed:
Interior--All new panels, carpet, and dash in burgundy.
Autometer Ultra-lite guages w/ red lights.
Black pro-car sport seats w/ red corbeau 3 pt harnesses.
All panels except the roof are dynamated.
Black window tint.
Body-- HID headlights
2" goodmark stell cowl hood
hood pins
headlight covers
Trunk--All new black carpeting
2 12" volfenhag subs and 1000 watt sony amp in custom box.
What I still need to do---
ENGINE & TRANS
383 stroker--450 hp.
700r4 or th-350 trans
SUSPENSION
Spohn tubular a-arms
Spohn sway bars front and rear
Hotchkis springs
bilstein shocks
2" drop spindles
BRAKES
baer serious street plus or SSBC....can't decide
WHEELS AND TIRES
Centerline Retro's front--17 x8 4.5 BS...rear--17X9.5 5 BS
Nitto 555 235/45/17 front 275/40/17rear
EXHAUST
Pypes 3" mandrel bent, 40 series flowmasters
Dual QTP electric cutouts---I already bought these.
MISC--Aluminum radiator.
I'm trying to finish this thing before the Hot Rod Power Tour. Any suggestions would be helpful. This is going to be an all street driven car. My budget is fairly tight. Any help finding some good cheap parts would be great or if you think I should go another route. I just want this car to perform fairly well in all aspects of driving.
