Default How to judge flash time

What is the proper way to judge flash time? Is it when the paint reaches a slight tack state? My data sheet for epoxy primer says 30 min at 70 degrees. It's about 55 in the shop.

That's why they sell heat lamps -- and or special lights made for body shops ... so you can paint at the proper temps.
