Easiest thing to do is start with the basics. Check the PWR window fuse and to also make sure you have 12v on both sides of the fuse. If its ok, the green wire coming into the switch is your 12v hot, it comes from the fuse panel. Take a test light and make sure with the key on its hot. If not, the wire is likely broken ( if so check the pillar where the harness passes through).
If all that checks out, the window switch has two wires coming out of it that go to the window motor. Unplug the two wire connector between the motor and switch and take a test light and hook the alligator clip to B+ and backprobe the window switch side of the two wire connector. The two wires coming from the switch should both be grounded. If one, or both are not you either have a bad ground ( which for the window switch is behind the left kick panel ) , a broken wire, or a faulty switch. Even though you have a new one, it could still be faulty. Trust me
If they are both grounded then we move to the next step. One of those two wires, depending on which way you hit the switch, will turn 12v +. Make sure one done this on up, and the opposite wire on down.
If they dont, and all other things check out (as stated above) you have a faulty switch. If the switch works, unbolt the motor from the regulator and see if it operates. If it does, your regulator is bound up. If it doesnt, you have a bad motor. Easy way to test the motor, hook up a power and ground to it, doesnt matter which way you hook it up, it will spin right or left.
