Default Is this for an extra valve stem

I have this what looks like an extra valve stem, is it? When I remove the cap there is no needle in it but my guess is one can be added or is this for something else like easy defalte? If you look at 11 o'clock on the 2nd pic you will see the other valve stem. It is a 90 and has a needle.

Most wheel manufacturers buy their hoops and only manufacture the wheel centers and then do the assembly of the two, so that would appear to be the valve stem hole in the original hoop, plugged of course.

thanks but wouldn't that mean that the hoop has 2 valve stems? this is a 3 piece design. My guess is hoop, center and center cap?

The extra hole on the inner rim shell is for a tire pressue monitoring system.
As Tobin said, most wheel manufacturers are really only wheel assemblers.
The inner rim shell you have there was sourced probably from over seas and is drilled to accept a TPMS. Rim shell manufacturers drill the second hole to accomadate TPMS on all the new car models.
Here at Formula 43 we manufacture our own rim shells and drill only the required number of valve stem holes.
Your 3 piece wheel consists of the inner rim, the outer rim and the center section.

TPMS...I didn't think about that. Based on the position on the step of the wheel, I jumped to my valve stem hole conclusion and generic hoops, that way the mfg'r can stock one hoop size/width and use it on either the inside or outside of the wheel.
