Default Need some advice. Car has has been dipped what do I do now?

I have a 69 camaro that I have been building, but do to money issues I had to stop the build right after I had the car dipped. the car was dipped about 5 years ago and has been in my garage since. I am now ready to start back on the build process. I would like to replace the quarter panels but first I need to get it back on suspension. what do I need to do first? I do not have the money to take it to a shop to get completly primered so I have to do what I can at home. car is on a body cart I welded together. I have access to the bottom. since I want to put the car on suspnestion. do I need to primer or paint the under body first. What primer or paint do I use? do I have to sand or treat the metal before I do anything? thanks for any advice given.
