Default Charging System

I have a question about the charging system on a 66 Mustang and I am hoping someone here can help. The system will not charge the battery when everything is plugged up like it should be. If you unplug the external regulator and jumper out the 1st and 3rd pin then the alternator will charge up the 17.5V since there is nothing to regulate it. Changed the regulator and it does the same thing as before. I can read less than 1 Ohm across the regulator so it should be good. I am at a loss here and pulling my hair out. If anybody can tell me something I might be missing I would really appreciate it. The car also has a new wiring harness under the hood and in the dash. Thanks for any help.
