Pro Wheels are American made (if California is still America) and a great wheel for the money. Billet Specialties has the best polish in the business and has some great styles for lower budgets.

I would strongly recommended against pro wheels. The set I got were not up to par compared to previous billet wheels such as budnik and boyds. Little black specs under the clear coat on the brushed centers, center caps won't fit back in after being taken out to mount the tires, and a small crack in the inner hoop that had been covered with some sort of chrome material that flaked off to reveal the crack.

IMO go with a higher quality brand that will stand behind their wheels and you will be much happier.
