it would have 7.5" from the mounting pad out to the outside edge of the wheel, but the lip wouldn't be that wide due to the center design, thickness of the mounting pad, wheel design and lip style, etc.

a 11 inch wheel its 12 inch from edge to edge so 12 minus 3.5 its 8.5 from mounting pad to front edge

you are correct, but I was just trying to keep it simple and call the entire width 11" from edge to edge.
