First step is verifying that the wires from VSS sensor have continuity, when traced back to their respective ECM pin-outs in harness. If that checks out, its a bad VSS sensor.

-OR- Heres the lazy / quick way

Pop another VSS sensor on there that is verified as good. Still having a problem? Then its the harness. Always a chance its a bad ECM but i very much doubt this
