Powder coating ?'s

I was wondering a few questions about powder coating if anyone here can help me out. First off Can you get a outtr door handle assembly powder coated and it still work correctly/life of coating also? Second if I wanted to shave my bumpers and power coat them would you use all meatl to fill in any blemishes ( I know some will say they weld it all)? I mean I would do it correcly shaving bolts but what about like a final skim coating before sending to powder coating. I wish I knew some of the real tricks/tips etc that Prodigy does,Fletchers,Jakes etc do,say me alot of time but I know they don't have all time to anwser my simple ?'s I could ask on cars for Body work tips.
