Default GM A body guy's Inner Fender Rub

I've been searching for this loud squeak for some tome now. Short of a long story, both front inner fenders down behind the tires, rub frame pretty substantially. I don't know if they can be bend without making a mess? Shims where they bolt to the body? FYI, fenders and inners are GM replacements I bought at Dobles Chevrolet years ago.

Some of the guys on Team Chevelle pointed out, that there was an anti squeak rubber strip at this location on the inner fender. OMG is re popping them along with the staple to secure them.

I heard that ... but was told it rubs thru quickly , due to additional hp being added to the car , stickier tires, g forces etc
