Exclamation 69 Camaro steering column to dash clearance

Hi guys,

So dry assembling my car, 69 Camaro stock dash carrier and stock tilt column, the column is hitting the dash carrier before I can barely get the nuts started. I see they sell a shim below, but the assembly manual does not call for it on the 69. Does anyone know do I use this shim? If so, just one side or both sides and which way does it go in (handle pointed to front of car)?

This is what I get for starting with a basket case!

Following this as well. I used some washers below to space mine down 1/8th inch to clear my racepack which is surface mounted. This shim looks like a much more appropriate method.

Mine came with a shim and a nylon shim/gasket I just put them back the way they came out. Shoved the shim in deeper to get proper clearance for the dash panel..

Update: I noticed the instrument cluster was a little low (bottom not right up against the inner structure). So I had to clearance the upper mounting holes to allow the entire cluster to be raised approx. 1/8 inch. The column still made heavy contact with the cluster but I was able to use regular fender shims to drop it 1/8 inch and still have the nuts threaded all the way on the support rods.
