I always start with 1500 and go up to 2500 but it always had that wavey finish no matter how much I blocked the car . So from what I understand now the 600 grit is cutting down the orange peel, not rounding the orange peel is this correct???

the 600 cuts the orangepeel faster, and gets the clearcoat much flatter than starting at 1200+. As you've noticed, if you start too high you'll never get it as flat; it will look flat looking straight at it, but wavy/bumpy from other angles and lights. The key though, you need to have enough clear on the car to pull it off.
