Default I think I want to cut the quarter panel off

I don't want to but I think I might need to cut off the quarter panel to be able to see what going on inside and since I need to fix the wheel house anyways. There is rust through on the quarter itself only around the wheel lip. But since it has rust out around the rear window channel and in the trunk and wheel housing I figure there might be more lurking where I cant see
What do you think should I cut off the quarter or just fix it and the wheel housing and POR-15 all the hard to get at spots?
I would weld this same quarter back on after fixing it. Also keep in mind they don't make new quarters for these cars.

that much rust on the quarter,dropdowns, etc....probably tip of iceberg. Been there done that. If full quarters are available then you at least have the option to get in there and really see what's eaten up. Most of our cars that were allowed to get like that were driven in the rain and salted roads with all those holes present rusting areas that you'd never thought moisture could get to. If you're like most of us...once you know the rust is there you'll never forget it if you just cover it up with POR 15 .....Good luck.

What you said is all true but looking from inside it doesnt seem as bad as looking from the outside. From the outside it would make you think the inside was just rusty dust. Lower in the quarter there really isnt any rust. And the rockers are clean.
If I could just order these quarters new I would just cut it off and replace but they don't make them and I only need to repair the rusted out parts.
How do you guys make the decision to cut off the quarter?
